The individual must perform administrative, financial, and planning activities on behalf of the city, including state-mandated clerk and treasurer functions, as set forth in Minnesota Statutes 412.141 and 412.151. The incumbent, who will work under the direction of the city council, must supervise city department heads and city office staff as well as handle correspondence on behalf of the city along with requests and complaints from the public.
The individual must research, plan, and implement budgets, policies, initiatives, and reports, including financial reports, as requested by the council or required by law. In addition, the incumbent must prepare council agendas and minutes, maintain records of council proceedings, and accept responsibility for all receipts, disbursements, and financial activities and reports relative to city funds, including investments, capital improvements, taxes and fees, as well as payroll.
The individual must also work with other individuals and groups to promote the city, which may entail seeking new businesses, industry, and housing; overseeing the demolition or revitalization of existing buildings and the enhancement of green spaces; applying for grants to benefit the city; maintaining a comprehensive website that engages the public; and hosting community meetings.
Degree in public administration, accounting, business or experience in related areas. An understanding of finance and the ability to speak effectively regarding financial reports. Prior supervisory experience is desirable. Exceptional leadership and organizational skills as well as oral and written communication skills and the ability to work well with others are paramount. Integrity, vision, and strategic thinking a must.
